Season 4 update on steam stuck in a loop

So for some reason the game wanted to download 77GB. It ended up saying 133GB so I guess it wants to redownload the entire game. 

I was like ok whatever I have fast internet so it will be done in 15 mins. Only to reach 80% and then download update stops 0 disc usage. I hit pause, then continue and goes back to 45%.

Did not do anything did not change any settings nothing just wanted to update it. Some people say their file size was only 25GB. Not sure what is happening for me.
