I have exhausted to my knowledge, which admittedly is pretty basic, as far as I can go with this.
Using a VPN seems to resolve the issue. I am not 100% with playing this way and a fix needs to be found. I have updated all drivers to the latest and played with DNS settings, all to which do not work.
My advice to others stuck is to use a VPN. I have not checked my ping/bandwith through a VPN as was only able to run a quick check last night.
