STEAM OVERLAY IS OFF

Hello, 

The message appears after trying to log in to the game servers. I check the steam settings and it’s ON, try from the game properties, again ON.
Windows xbox bar is off…!? Validating all the files, reinstall steam...still the same error. 
Trying all the fixes in internet, nothing. 
Any ideas?
