Stuttering/Freezing

Game keeps freezing for 2 to 7 seconds at menus, editing a class, and when looking at the map for respawn location. I have cleared cache redownloaded the game and even did DDU, as well what google recommended. Once I spawn in game its fine but the menu and spawn freezing is eating me up. Also my cpu usage has been higher than normal consistently 78%+. Specs are 9800x3d 9070xt and 32gb ram
