I'm experiencing this issue as well. I'm using a laptop (connected to an external monitor) with a 13th Gen i9, RTX 4060, 32 GB 4800 MHz RAM, and a 120 Hz 4K external display. I underwent this issue during the Beta as well: the game would work well for a minute, and then I began to lose frames (the slow-mo effect). Many people have resolved this issue by adjusting XMP settings in their BIOS, as their PC may be downclocking the RAM, or employing other in-game fixes, such as setting frame rate limits or reducing graphic settings. Yet, none have been surefire fixes. Recently, I heard that processes attributed to server latency are sometimes assigned to efficiency cores in laptop CPUs, resulting in poor framerates and connections. I tried running only my i9's performance cores, but it still didn't fix the issue. Still waiting on the devs to provide a fix.
