“The Rules Editor is not supported on this screen size.“
If you want to use the "Rules Editor" then yes, you need to do this on PC.
No available on mobile, not even if you set the Display mode to "Desktop view" on your mobile device.
But if you want to create a Portal server without using the "Rules Editor" just with using all the settings you set before this step, you can complete all this on mobile too.
Just follow this steps:
Portal Creator > https://portal.battlefield.com/experiences
Start creating a Server.
Go through all the steps you want to adjust how you like until the step where it wants to bring you to the "Rules Editor".
Instead of continuing you click on "Open Menu" drop down arrow at the top of your screen, then choose "Manage" at the bottom.
Then type in the necessary things like "Name" and "Description" and click "Create".
This way you can completely finish creating a Server via mobile, but of course without all the adjustments you could do with the "Rules Editor".
