Yes this is correct and also something we have shared/communicated in our Phantom Hangar21 threads through the years here on the forum.
Now regarding your remark about the Final Stand dog tags needs to be different, then another and yet one better way to do it, is for the already fully qualified/graduated Phantoms is to run with the 'all-black' phantom dog tags, just like this:
Then you will always fill out any open slots to complete the 4 tags, no matter what the new candidates may show up with of final stand silver tags when you get to the Hangar21 elevator.
Have fun with it, as is still one of the coolest assignments in the Battlefield franchise and best social/community experiences to go through together in the game.
