To answer your question first :

Go in-game, select the vehicle of your choice when a ticket for them is available, click Customise like you would with a soldier and you get a customising window for the vehicle and your pilot/tanker/cavalry class. For some odd reason you cannot do this from the Soldier -> Customise soldier menu on the main menu's of the game, but from there you can at least change your soldier loadouts.
Companion is known to be a bit quirky at times. For example, when I go and check it out myself, it doesn't show any of my loadouts and all the weapon bases are "defaults" the game puts on you at the beginning. As handy as the program is, unfortunately it still has some quirks to it so I would suggest you rather change your loadouts in-game.

Thanks for answer.
If I want to customize vehicle in game before I get into vehicle I will never get it because someone else will take the vehicle.
I can go to soldier but I guess i was not thorough so I will check it latter.
There is pros and * with the game management and companion, for example:
In companion I can see for assignment award how much kills I need to get the weapon but in the game I cannot see... I can only see how many kills I need but not how many kills I have.In companion I can not see weapon specs but I can in game.

You can actually see the assignment progress in-game as well when you go to the Customise and select the weapon which you would like to unlock :

That should help at least somewhat.
Also, if you are concerned about the vehicle customizing, you can join an empty server and do the customizations there. Remember also that when you do click a vehicle, it will get reserved for you so you should have all the time in the world to customize them to your needs.
But yeah, I do agree that the UI needs some work.

Well, you`re right... I can customize vehicle in an empty server. But in that weapon specs image you provide I can`t see the numbers in those two circles, very interesting !
