Battlefield 1 Low GPU Usage

The CPU usage isn't a factor for it to cause the low GPU usage, but rather the CPU's limitation itself.
Search on Youtube benchmarks in BF1 for your configuration and you'll see that everyone else is getting the same CPU usage which scales the GPU one depending on the model of the GPU
Your CPU is causing the GPU to bottleneck.
Higher GPU usage = higher fps

BUT
Higher CPU usage ≠  higher fps, it doesn't work like that. You seem to think that higher CPU usage would make your game run with more fps and it would make your GPU usage higher in the process, but it doesn't work like that. Because CPU usage indicates how stressed is your system, if you reach 100% for example it would cause your system to spike and stutter, and if you have a poor cooling solution it would even make the CPU throttle

@the4040man  how can it be CPU bottleneck if i only have 40-60% of it's usage? i would understand if the usage was at 100% but it's not. in other games, like doom eternal i have 60-80% of gpu usage but GPU is still using 100% of it's power

Very strange. It's almost like RenderDevice.RenderAheadLimit is set to 1 for DX11 in either the Nvidia Control Panel or in the Battlefield user.cfg, but switching to DX12 should have ruled out that possibility.

@OskooI_007 renderdevice.renderahead limit was set to 0 or 4 (no difference) and in nvidia control panel prerendered frames set to use application settings 

@Comed1anI've told you already in my previous two posts, I'm not sure if it's really that hard to understand the concept. The CPU usage itself is not a determining factor for a bottleneck. The CPU usage doesn't show the processing "capabilities" of the processor, it just shows how stressed and "busy" the processor is. This is why I've told you to check various benchmark videos on Youtube so you could see that good CPUs run up to and at about 50-60%, which is great. This should be ideal, because it shows that the game doesn't stress your CPU. CPU usage shows a different type of utilization statistic when it comes to usage in comparison to the GPU usage, I've already explained that in my first post
The concept of the USAGE statistic of the CPU is completely different from the concept of the USAGE statistic of the GPU. In case with the graphics card's usage you could tell if there's a bottleneck, but in case with the CPU's usage you can't tell if there's a bottleneck because that USAGE just shows how stressed the processor is with handling all of the apps that are running on your computer. If you reach 100% usage on the CPU your whole system will start stuttering and lagging and constant freezes because it shows that the CPU is busy and struggling to handle all of the tasks that are currently underway

As for the actual in-game settings:
Switch to DX11, because DX12 in BF1 is just broken and you'll get a lot of random lag spikes.
As for the "RenderDevice.RenderAheadLimit" set it to "0".
This isn't meant to be set to "1" unless you have a high-end i9 or 10 series + RTX 2080 for example.
Since you already have MSI Afterburner set up you could test the different "RenderDevice.RenderAheadLimit" values by using the in-game console "~" while in an empty server. If you set it to "1" you could probably see a framerate loss on the MSI's FPS counter of 10 to 20 maybe, that's my prediction, but you have to test each value up to 4, although it probably wouldn't do a big difference to "0" for example

@Comed1anI have the same CPU, I also get the same usage. Another thing you could do to compensate the usage of your graphics card is to set graphic fidelity settings so it could reach the full potential of your graphics card in terms of usage. You could set the Resolution scale up to 120% or 130% and you could actually see how the video card's usage will gradually reach 100% usage. It won't increase your fps, but at least it would bring graphical fidelity to a level in which it could match the bottleneck your gpu is receiving from the CPU. At least your game will look prettier and you'll squeeze the performance you've paid for

CPU doesn't appear to be bottlenecking because none of the cores are hitting 100% from the screenshot. I'm talking individual core usage not overall usage of all the cores. It only takes one  CPU core hitting 100% to cause a CPU bottleneck. But none of his cores are doing that.

Sorry OP, I have no idea what's going on with your system. It should be getting a higher frame rate, but for some reason it's not. I suspect a software problem or misconfigured setting somewhere. It might be easier try a clean install of Windows than to go through everything.
