The version of battlefield1 i bought is region locked (Russian , Polish) Since now they added battlefield 1 to origin access i wanted to switch versions so i get the game in english but it still only allows to download region locked version.(No live chat option either)

As far as I know all games of Origin Access are also region locked. Sorry, but it's impossible to change the language to English or change to International version.
Only EA support can do similar actions with your Account: How to contact EA support But excuse me I don't understand why do you want to delete the game from your Library because if you live in Russia or Poland or in CIS countries, you will get only RU & PL version of the game in Origin Store anyway. The only one way to get International version is buy the Product Code (International) via Retail Stores and activate it in your Origin.
Origin dosnt just give it for free , You need to buy Origin Access.
And about your problem , Is your PS4 itself in English or Germen? If its in english try switching it to English and hopfully the game itself will be in Germen aswell.
