I have tried both of those things many times without any success in fixing the game. I am not sure what else to do.

Doing a hard restart (which is different from just restarting the console) solve this issue for me on Xbox One. To do a hard restart hold the power button on the front of the console until the console completely shuts off. Then restart the console. You'll know the hard reset was successful when the Xbone goes through the long boot up process. Then when you log in BF4 should work.

Try doing a power cycle @YohanRamirez18
- Turn off the Xbox One console by pressing the Xbox button on the front of the console for about 10 seconds until it shuts down completely.
- Unplug the console's power cable. Wait 10 seconds.
Important Be sure to wait 10 seconds. This step resets the power supply.
- Plug the console power cable back in.
- Press the Xbox button on your console to turn on the Xbox One.
