So I actually ended up fixing mine. Turns out what the Sony support lady said was true in that it was probably the disc. I took a nice cloth and rubbed all around the center and edges making sure no smudges or fingerprints at all, and lo and behold it's going up a percent every 30 secs now
Ok its the disk. Cleaning fixed my problem.

mine was stuck at 64% after i read you comment i cleaned the disc and it jumped six percent thank you so much

looked clean but wiped it with a brand new towel
installed everything even multiplayer in less than 5 minutes.
