Cannot download Naval Strike DLC or new Patch

Was gone while this all released and I fired up Origin to download everything and it says its "Verifying game files" but never does anything. It eventually says download failed. If I try and repair BF4 or update it again, it gives an error saying "Folder in Use, " Hang on...Origin is using the BF4 folder for BF4 Naval strike, it cannot repair or change the game. Try again later" I let the update go through again and it said it failed and gives me the error code 196613:200. -I have tried re-installing Origin. -Running Origin as Admin -Rebooting my PC Trying the Regedit with the Xpack2 -Installed-True, -updated windows Changing it from automatic updates in Origin to manual and seeing if that works...it doesnt. No idea whats going on, I have never had any issues with downloading DLC before and I havent even had any issues with BF4 for months. I am guessing something is corrupted maybe but I cannot repair the game because it will not let me. Really dont know what to do.
