Turn off the PC and Turn on and go back to Origin account and Download.
2nd attempt FAILED
Called the Origin Tech Support
Boot clean and open Origin and Download.

Uninstall Origin, Uninstall BF3, Power Off, Redownload BF3, Reinstall BF3, and still cannot download Expansion Back To Karkand. Same error 65538:-1

Tech Support tried to redeem the premium code as if it\'s new games and let me try to download the B2K, but Same error 65538:-1.
however, when I log in to store.origin.com, it shows tha as if I have clicked purchase the expansion and I need to pay $14.99 extra.
YOU: 5th attempt FAILED
I log out turn off the PC, and turn on again, try to log in to Origin and try to Download. Still the same error 65538L-1
