Hey @ClutchCartoon55,
did you try to perform the steps outlined by @ragnarok013?
I'll sum that up again:
When installing BF3 on Xbox One insert the disc and the base game will install. After the base game installs and patches then you must return to "My Games and Apps" on the Xbox One dashboard and then click BF3 and select "Manage Game" from here you will be able to select all of your DLC to install to include your BF3 online Pass (required for playing online), Premium file (required for any expansions covered by premium), and all other purchased DLC such as shortcuts, the physical warfare patch, specact unlock etc.
After your DLC and online pass downloads you can now play BF3 just as you normally do on Xbox 360.
What exactly are you experiencing, do you get an error message at some point?

Try going to the xbox marketplace instead of the XB1 Store. This seems to be an alternative to the errors in not being able to purchase things from Store
