I have found the solution to this issue. You must go onto the EA.com website and register your account using your playstation or xbox login. After thats done just open the game as normal and the game will automatically open without showing the ea agreement screen

Sign in on the EA website, just make sure you sign in using the PlayStation log-in option. Sign in with the same email and password you used to create your PlayStation Network account.
Then go back onto your PlayStation and start BF4. It will automatically sign you in and you won't have to mess with the 'frozen'/broken User Agreement screen.
(If you're trying to do all this with your PlayStation ALREADY on - you're going to have to restart the PlayStation before this will work).
