Crashing operations servers every night

There is a player who has the ability to shut down any servers, specially operations servers. This usually happen almost every day at night. Moments before the player crash the server he tells us that no one can stop him and then tells us that he will "nuke" the server and then shuts down the server. I have reported him but he is still not banned. Also, the player joins as spectator and often crash the server without saying anything in the chat, we can't report him because we don't know who crashed the server unless he says something in the chat. He literally goes from server to server until there is no operations server remain.

I asked him how long he has been nuking servers and this is his answer:

A whole year of crashing servers and still not banned. This man isn't afraid to get his account banned.

By the way, he isn't the only one who can crash the servers, they are a group of people who target operations servers at night. Because of this issue, we are unable to find any active operations servers and we can't complete our operations campaign to get the battlepack.

At the end, I would like to add more info about this player. I remember that he said in the game chat that he buys stolen accounts for a few dollars, so a normal ban isn't a good solution for him. Maybe hardware ban? Or since there are group of people who can crash servers, how about fixing what allows them to crash the server? So, we won't face this issue anymore. I hope urgent action is taken. Thank you.
