I haven't checked for quite some time, but I think there are only privately managed Hardcore BF4 servers.
Most of those servers implement balancing algorithms that balance players, not squads.
So I fear there is no solution for your issue. Sorry.
And Balancing happens all the time, while players join and leave a server.
