I too had this issue, it is likely a gameplay oversight, if not, a very bad setup for a war story. Died about seven times before it finally worked.
I think the trick is to throw it when the guy stops messing with his boot. That, and a whole lot of luck that his AI tells him to look away. Sometimes you even hit the stupid cart you are under with the lure despite not being able to move or aim.
But yeah, this one could really use a fix.
Are you on XBOX or pc? I am on PC and I cant aim that lure anywere and its always thrown to the same place.
Same here, on PC. I didn't have any aim icon for the lure. You could try holding right mouse while throwing it (if I recall right, the camera angles), I'm still not sure if that actually helped but it is something I tried.
