You can only do weapon assignments (which are from the expansion packs) if you own the expansion pack that they are contained in. Regarding the Martini-Henry you have to reach scout class rank 10 to receive access to unlock that weapon and then purchase the weapon with warbonds in addition to owning the expansion pack in order to complete the assignment.
