Low FPS under any settings

For the longest time Ive been having really poor FPS in BF4 multiplayer. I get around 30-60 and It doesnt matter if Im on 720p low or 1080p ultra Ill get a maximum difference of 20 FPS. The strange thing is that in single player and in the training area I get very good FPS (80-120) and there is a difference in FPS when I change around my settings. Currently the game is just unplayable and I get frame drops frequently.

CPU: AMD Phenom II X6 1100T 

BIOS: Award Modular BIOS v6.00PG 

RAM: 8 GBs DDR3 SDRAM Corsair 

Hardrive: Samsung GD103SJ ATA 1 Tb
