Could you describe the exact issue please? I have no idea what you've just pinged, but the second log does indeed show some packet loss with your ISP (Verizon) and a backbone carrier (Alter.net)

Could you please give us a few more details about the exact issue here, do you see any error message, are you experiencing disconnects or is it not possible for you to connect to a server at all? Currently, with the information given, it's really hard to guess what could be the cause here (besides the packet loss mentioned above).
Thanks.

Yes, the IP address that was looked up belongs to our network. However, 100% packet loss in tracert or pathping logs does not necessarily indicate that there is a problem, in fact it just means the server was not responding to the pathping request. This is a quite common behaviour for internal network server to prevent possible network attacks. And as you can see for yourself, it is possible to ping the server via a normal "ping IP" command. Switching lines in the log, as you mentioned, only indicates that there was one additional hop in between.
The more interesting part in your logs are lines 2-5 indicating a first packet loss in your ISP's network, basically right after it's leaving your router. If something gets dropped in the beginning, it won't magically reappear again at the end, that's why I advised contacting your ISP.
