on ALL pc servers the after round skill based squad balancer is deactivated

Summarize your bug there is a new bug since the last patch (27sep18) on ALL pc servers - probably also on all ps4 and xb1 servers : the skill based squad balancer that normally gets triggered between 2 rounds is inactive since the patch. 6 months ago we had the same problem and back then the patched mid-round balancer deactivated the skill balancer. And 27se18 the mid-round balancer was patched so probably that again is the cause of the - much more important - skill based squad balancer not working anymore. 6 months ago after 3 days dice deactivated the mid-round balancer on all servers till they patched that mid-round balancer a month later, because when that 1 is deactivated the skill based balancer immediately and automatically works again and now it will be the same. So deactivate the mid-round balancer for now … till there is a patch that makes both work together again like before the 27sep18 patch. p.s. a quote out of the 27sep18 patch notes : "Fixed an issue where the mid-round team balancer wasn’t aware of players from pre-round." and I am 99% sure that is now causing the current problems.

Steps: How can we find the bug ourselves? EDIT: SEE BELOW COMMENT NUMBER 4 (#5) IT SEEMS TO GET TRIGGERED IN THE 1ST ROUND. Just stay at the end of a round on a server and then at the start of the next round you see that the white text given by the skill based squad balancer : ""your squad has been assigned to team x based on skill"" IS GONE

2days ago I contacted some devs on the battlefield discord - first time I did that. And Indigowd said this about it : "Thanks. We're aware of these issues and are looking into them 😕miley:" plus danmitre also replyd and said this : "Hey! Thanks for notifying me. Have you put this into the Answers HQ bug tracker?" and then I gave him this topics link, so I have hope they will look into it. This evening I saw so many fullcaps again on my quentin scar server, so many unbalanced games since the 27se18 patch.
