@BlackMosquitoe The Deluxe Edition has all the pre-order packs and some skins. Add to that 5 battlepacks. Standard edition doesn't have the pre-order packs. Nor the new Revolution Edition.
The Ultimate Edition has the pre-order packs, more battlepacks than the Deluxe Edition and the Premium Pass (which is another way to name the Season Pass)
The Revolution Edition has the base game + Premium Pass, but not the pre-order packs, nor battlepacks.
Thus being said, the Premium Passs goes often in sales, so just grab it in a sale.
And to answer to your question, yes, you have to buy the Premium Pass. You still had a nice deal, as those pre-order packs are not available in the Revolution Edition (which replaced the Ultimate Edition), nor those skins (also unavailable in the Revolution Edition). Plus the battlepacks (which are third tier battlepacks, so you have better chances for some legendary skins).
It pays to document before purchasing something. When it comes to EA and Ubisoft, the safest way is to go for the mose expensive version (the BF1 Ultimate Edition was around 120 euro and had all the content - standard game, pre-order packs, exclusive skins, Premium Pass). Standard edition was around 70 euro, Deluxe was 90 euro. Those are the launch prices. The new Revolution Edition is 60 euro, but lacks the content from the Deluxe and Ultimate, though it has the Premium Pass.
The Premium Pass in sales is 20-25 euro, depending the discount in the sale. So far only 2 DLC's were released, with the third coming out this month. The final DLC will be out next year, march or april, the date isn't yet set for release. The Premium Pass gives access to all 4 DLC's. Most people are playing the standard game, though due to the sales for the Premium Pass, the numbers of people playing the DLC's increased lately.
I've learned my lesson when it comes to EA and Ubi the hard way. I would rather wait a bit and grab the most complete edition, instead of buying the standard. Just make sure that you document yourself quite well. If EA has 2 or 3 editions, Ubi has 5-7 editions (just to make things even more confusing, so they are the worst when it comes to special editions spam). If you ever need help in grabbing the best edition, let me know. I keep track on most of the Ubi/EA stuff.
