You must get the 5 Kills from the tower AND a sniper rifle ribbon in the SAME ROUND.  If you do not, both reset to zero.  Get them both in one round and you will unlock the assignment.

    most assignments like Phantoms you should complete the tasks 1 by 1 don't escape to 2nd task and u did not finish the first one
