I had the same problem too when updating from windows 8 to windows 8.1.
I tried many things but for my machine I was able to finally fix it. By the way, never download dlls from one of those dll sites as they can also add malware to them.
what i did was googled 'Visual C++ Redistributable for Visual Studio 2012 x86' and download the x86 version AND the x64 version, ran them both, it showed i already had them installed but i chose the 'repair' option on both. then problem FIXED! 🙂
