Yes this happens to me now too. I reinstalled the game after not playing for a while.
I start of the match with terrible lag. I have to switch my graphics to low for the first few minutes. after a couple minutes it returns to normal, and then i put my graphics settings back up to medium, for a full 32 man conquest server. On Rush i can run on high with good fps.
ANd yes i also get random black screen flashing/flickering, which drives me nuts. It happens most often when I hop in a chopper or tank. Totally random. I can go a couple matches without it. Then I might hop in a chopper one match, my screen starts flickering making it unable to pilot. WOW........wtf happened to this game.

I should add that when i used to play the game without issues, I played on a ati radeon 5870 which had its firmware sabotaged and which corsair engineers stole from me. So I replaced it with the equivalent 650 ti which uses way less power. I thought it was an nvidia exploit, but I see the OP has ATI?
Regardless, its the most bizarre thing going on right now.... I never had any of these problems when i played the game in the past. It feels so malicious....

Change in the settings.ini you Direct x version to 9 10 or 11. I'm going to try too.
Another suggestion is to set the Bloom to false.
I just still want to know why this was never an issue for me in the past....
@FloyydBergur didn't you just boot me from your server? I'm not sure why i was booted. It said "no rules".... I swear we were playing recentlly I remember your name.
I have a question, do you still get the issue with the old cards? I'm wondering if maybe I have to roll back to a real old nvidia driver to fix the issue....
I tried it with different dx versions, and it just makes it less, not go away. I've always set Bloom to false as it's way too overpowering anyways.
I've tried old and new drivers, but anything before I think 344.11 won't work with the new 9xx cards (it dosn't detect them.) I did try two 780Ti's and some old drivers and it did it still though...
I went back to dx11 cause dx9 is horrible in comparison.
and mysteriously i haven't had the issue happen again. I even joined a match today and nothing felt like it was loading in the beginning. I wonder if like bf3, it all depends on the server I join. So bizarre.

The first thing people do ingame is blame ATI, which is strange because when I had a hd 5870, i never had an issue.
Its starting to make me wonder about maybe some nvidia problem. Maybe something with the newer cards or newer drivers.
I found a site with archived drivers, but I haven't tried them yet. I'm still on the latest driver. I'm waiting to see when I get the issue again.

Your right the tanks etc seem to be worst for it. I was on the phone with EA tonight for like 2hrs trying different settings and none fixed it.
