That error indicates something is wrong with your system. Specifically your Microsoft Visual C++ installation. Try running the installer from the BF4 installation folder as administrator and then restart your computer. The default location of this installer is here:
C:\Program Files (x86)\Origin Games\Battlefield 4\__Installer\vc\vc2012Update3\redist
If you installed Origin in another driver or within an other location, find that location then search for:
Battlefield 4\__Installer\vc\vc2012Update3\redist
In redist, find both the x86 and x64 versions of VCredist.exe. Run them as administrator and install both versions, and your game should now launch without error.
KEEP IN MIND THAT BATTLEFIELD 4 DOESN'T OFFICIALLY SUPPORT WINDOWS 10

obviously you did not read my very top of the page problem's and EA are still letting origin sell bf4 in the store. all though windows 10 is out. There is no notification of any type of error with any EA Games running on windows 10.
take note (won’t remove any of your own files and programs.)

now i had speccy on my windows 8.1 before i upgraded to windows 10.

Did you try to reinstall Origin? Delete Battlefield 4 and Please follow these instructions http://help.ea.com/za/article/manually-uninstalling-origin/
Also, I advise you Download and Install CCleaner http://help.ea.com/sg/article/how-to-use-ccleaner-to-fix-pc-issues/
After, reboot your PC and Install latest version Origin https://www.origin.com/en-us/download

yes i have deleted origin and reinstalled it. and used ccleaner + system mechanic. and every thing else that is posted at the top of this page. and still i get the same error.
