Same problem here.

I've been using the same username since the beta without issues, then yesterday when I logged in to play I found myself unable to chat. My previous session was on Thursday afternoon (UTC, 3 days ago) and at the time for me this problem wasn't present yet.

Nothing in my penalty history at https://help.ea.com/en/help-tools/penalty-history/, and no email from EA about any sorts of violations or misconducts on my part.
