I've just played a round on a full server and in 30 minutes only a single person spoke in chat.

In the round after there was a cheater using redeploy hack. Usually you get a dozen people asking what just happened or calling out the cheater, but this time not a single word from anybody. Full server, cheater using redeploy hack every 3-5 minutes for the entire duration of the match, not a single word in chat.

Based on that I think it's safe to say the bug must be affecting nearly everybody.
