lens flare

I'm on PC.

Why does turning Filmic Effects and Lens Distortion not remove lens flare? It's absolutely absurd and obnoxious running into battle and having that glowing on my screen. My face isn't a lens, this makes no sense whatsoever. Who comes up with these design choices? And why can't I turn it off
