No the game is much more CPU dependent than GPU dependent. My 2080Ti only gets 60% usage.

When I tested it I had the opposite CPU was hardly being touched at all. Are you playing at 4K and what CPU do you have?
Here you go here's two videos I put together the first is DX12 and second is DX11
As you can see from https://www.guru3d.com/articles-pages/battlefield-v-pc-performance-benchmarks,1.html DX11 runs 5-15% better than DX12. At least until the patch tomorrow.
