Servers are (almost) unplayable: lag + stuttering

Here is another round of hopping through servers in spectator mode to find the faulty ones, out of the 25 I checked only 8 did not present the issue: https://youtu.be/QrkLSIhvzbY

PS: I marked the server at 08:27 as good, but on a second thought I'm not so sure anymore.
