CUT - Ultinate Dynast H2H Bugs

In Ultimate Dynasty there are 2 main bugs:

1. Whoever has to kickoff first has to kick off both halves.
2. often the team who kicks off to start the game has zero timeouts in the first half.

thus makes the mode almost unplayable.  Fix this
