Missing Spotlight Tokens

I've been completing the scheme Spotlight objectives as they come out and have now reached Tier 29, however only have 4 tokens available in my binder, instead of the 14 I should have, has anyone else had this issue, I am aware that there was a recent mishap that should have awarded them all back but that hasn't happened in my case it seems?
