Almost all DB's have house call

I am in year 6 of my offline dynasty and I am suddenly throwing tons of interceptions post patches from 9/9 and 9/28. I looked at the db's for the teams I'm playing against and almost all of them have the House Call perk, which increases interception ability. I went from throwing a reasonable number of picks to 2 and sometimes 3 per game. On a good game I will throw 1 and only rarely 0 picks.

Before this I would normally throw 0 or 1 pick per game and rarely 2 or 3 when I was stinking it up. Is anyway else noticing almost all DB's now have the house call perk?
