It hasn’t been turned off. So obviously one wasn’t enough…
Merry Christmas! Maybe as a gift to all of us, will you turn it off for offline dynasties? 

Other than adding a character creator, which I understand is too much of an ask, this is the one thing that would improve my gaming experience. 
I hope you understand that I had had to try. 
I hope you turn the cap off. But thank you for at least acknowledging that I was heard. Though my request has seemingly fallen on deaf ears, I will not ask again.
