I figured it out finally. Console sharing and offline play on the PS5 was turned off (settings, users and accounts, other, console sharing and offline play). We have 2 PS5s and it appears it can only be enabled on 1 PS5 at a time, and it was enabled on the other one. That was making the online dynasty features not work.
