Hopefully, this issue should be resolved for everyone by now. Please let us know in the comments if you are still experiencing this error.
I stayed persistent and after about 15-20 tries I finally got it to work. This is obviously not ideal and EA needs to fix this, but it might get some of you up and running in the meantime.

Has anyone had the chance to try creating a new Dynasty since this morning? Are you still running into this same error?
I did not get the 20 league message, however, now it’s going back to EA servers are not available how it originally did. So making progress it seems.
Yeah, now it says I'm the commissioner of 50 leagues even though I have none.
So it seems EA's solution was to make the limit 50 instead of 20. A real band aid over a bullet wound.
While I'm here, let us use our teambuilder teams in offline dynasty. Stop forcing the * cloud servers and constant internet connection on us. Only reason I can't do * and my internet is just fine so I think I know the problem.
Surprie, surprise...dynasty mode not working once again with no communication on when it will be fixed any time soon. But, would you look at that - Ulitmate Team is up and running perfectly with no issues. lmaoooooo, fu***ng pathetic dev team at EA, smh...
When are you guys going to actually address this issue? It’s been over a week and here I am still experiencing this on July 25th. I have no cloud dynasties so far make it make sense.
Not defending them, but I think their servers are overloaded and reached the max amount of online leagues. Still sucks they just ghost us instead of communicating though.
