FIXED!!!! PLEASE READ!!!
All you have to do is load the roster that you want to use, go start new dynasty, select cloud, (IMPORTANT PART) select default roster!!! Go ahead and advance but as soon as you can, back all the way out to the main menu and do all of these steps again but use active roster. It will still be loaded so you don’t have to go reload it. I was having this issues for weeks and this fixed it so I hope it works for all of you guys. I’m now able to create as many as I want without the 20 commissioner notice!
