Proximity to Home logic

I included this in my dynasty feedback post on details a bit ago but I felt it warranted it's own separate post to bring light to the devs.

Proximity to home appears to be functioning illogically.

At UMass (which is western mass, I am getting B+ grades for instate Mass kids (the entire state) while I am getting a mix of A and A+ for New York (which I would get for upsate new york, but not NYC or western NY.) and all A's for New Jersey kids, which doesn't make any sense in comparison.

Could you all check your grades and let the decs know what you are seeing for your particular regions of expertise?
