When you're in dynasty, there is a tab all the way to the right.
Then right above retire, go into there and it gives you the option to add another coach.

It appears with this option it forces you to retire the existing coach. I want to keep the coach and create another coach for another program simultaneously.
You can’t coach two programs at the same time. I’ve got a HC and OC going right now.
