That sounds like a realistic start. Now go search for open 4 star recruits, with no offers, and see if you don't land several.
In my opinnion there should not be ANY 4-star recruits without at least one offer on their table from week 1 thru the end of recruiting.
Some sharp level 3 thru 5 school will always have them on their radar.
You could just.. you know... not exploit it? Some people may want it to be easier to improve their team. The world is your oyster, you don't have to do something you dont want to do..
