Legends once upon a time 90 stars out of 240 after completing all the challenges

Does the same exact thing for me, it only lets me play up to Aqib Talibs challenges.

I have talked to support now multiple times explaining this issue. I had bought 18000 points to pull some legends packs and it became clear after about 5 of them that they were bugged. It was perfectly repeating 84 overalls. I.persisted and pulled the training packs as well and met the same fate. Shortly after that I went to YouTube to see how the streamers were doing with that and every si gle one of them realized as well as I did these odds were busted. Support assured me that you were aware of the issue and were working on compensation. That was nearly 2 weeks ago. I was told to come to come to a forum by support which is absurd but here I am. 

This is normal.  They release new challenges when the new players are put them n game, usually.

Was the same with season 1. The extra stars are for future legend challenges that will be released each week.
