Failed to Update Roster | Cannot "Play a Friend"

My friend and I are both having this issue, on different Xbox's, where when we load into the main menu we are met with a "failed to update roster, would you like to try again" error. If you select "Yes" it keeps failing until the game freezes and you have to force close. If I go to manually update the roster, it says I already have the latest roster. I deleted that roster to try a fresh load, and it won't download any roster now. I've deleted game data/cache, made sure everything is fully updated, restarted, etc. We cannot create or join a private online game.
