I'm having same issue. I actually googled "ncaa 25 pass a pass" and there is a specific way to do it. It still doesn't register though. In game I got a checkmark saying it was complete but then it appeared red in "challenge goals" as though I failed it. Finished out the game and it was for sure failed. What you do is aim your left stick at the intended receiver while pressing designated button for intended receiver. Throws a much more accurate pass. But unfortunately this challenge is legit bugged.
Just run; no pass.
