Dynasty: Player Cards not available for incoming freshman during off-season

During the off-season, after signing day, so during the position changes stage, player cards are not available for incoming freshman. The player card would help determine what skill caps the player currently has vs will have upon position change; however, when the player card button isn't available for these specific players. When hitting the player card button, nothing happens. 

While we have a bigger issue with skill caps being broken for position changes, once that bug is resolved, we need to be able to see player cards for freshman in this stage as well. Maybe both these issues can be resolved together? 

The player cards work just fine once in preseason, just need them available during the post changes week to assist with decision making.
