Unable to make Position Changes - minimum position numbers incorrect

Any players at positions with less than the minimum after last year's players leave can't be moved to new positions even if transfers and recruits have now satisfied the position minimum. The number of players at each position is incorrect on the Position Change screen. 

Graduations and Transfers left me with 2 CBs. I added 5 through recruiting and the portal. When I try to change any of their positions, all positions are grayed out. I can move players from other positions to CB but under the Players/Minimum it shows 2/3. Number hasn't updated to reflect new additions or players moved to CB. Not exclusive to CB. Also experiencing it with QBs and TEs
