CEO AND INSTANT COMMITT ARE BROKEN

Is anyine else having this problem. It seems to happen alot no matter what team I use. I am using Ohio state with yan Day. 5* team OVR 99 team, top 1 ecruiting class 3 seasons with 3 national championships but  yet I can not get 1 instant committ. I have all the CEO and Pogarm builder perks. WTF EA fix this  or its useless to spend money on CEO
