Why is no one talking about pipelines? This system really needs a revamp, and it wouldn’t take much to make it better.
What if any state could become one of your top 10 pipelines, but you actually had to earn it? Each state would have requirements, with high-competition states like Texas, Florida, and California being harder to unlock (ex: one 5-star and four 4-stars). Smaller states with less talent would have easier requirements.
Once you earn a pipeline, you don’t necessarily keep it forever. There should be maintenance requirements over time. Recruit well and that pipeline gets stronger (ranked 1–5). Slack off and it becomes at risk of being lost.
This would make pipelines dynamic and strategic: do you focus on dominating a few big states, or spread out and manage up to all 10 if you’re good enough?
